	stván Modra _was born on October the 9th 1956 in Sofia, Bulgaria. _He graduated from the faculty of
law of the St. Kliment Ochridski University of Sofia in 1982. He speaks Bulgarian, Hungarian, English and Russian fluently. During 1982-1983 he practiced as a trainee judge at the Sofia County Court. Between the period of February 1983 and May 1991 he worked on various positions at the Ministry of Interior, Head Investigation Office (now known as National Investigation Service).Since May until

the end of 1991 he practiced as Advisor for the “Municipal Regulations and Public Order” , a section of the Council of Ministers. During 1992 he worked in the Ministry of Defense as head of the Legal Department. In april 1992 he specialized in NATO Defense college - CSCE Course. Since January 1993 he had been Chief Advisor at the Council of Ministers and Secretary of the Governmental Commission for Control of the Manufacture and Trade of Military and Special Production.

In the month of December 1993 he established ALBA CONSULT Ltd.
For the period of November 1994 and July 1995 he had been the Legal Advisor of the Head of the Tourism Committee (abolished) and a member of the board of directors of Pamporovo Joint-Stock Company.
